Adderbury Neighbourhood Plan Consultation Process

Updating the Neighbourhood Plan and the Formal Stages required 

As we have previously advised, the Parish Council (PC) is reviewing and updating the Adderbury Neighbourhood Plan to respond to and align with the emerging Cherwell District Council Local Plan.

The Parish Council conducted an informal consultation of the village between 19 January and 16 February 2026 regarding one of the proposed new policies which is to identify a site within the village which could accommodate the required 75 new housing units allocated to the village under Cherwell District Council’s emerging Local Plan.

In mid-April, the Parish Council will commence a formal Regulation 14 Consultation seeking the views of the village, local businesses and statutory bodies, upon the draft Neighbourhood Plan as a whole. This will run for 6 weeks and details will be provided shortly.

The Formal Stages

There are a number of formal stages which the draft Neighbourhood Plan has to go through before it can be approved and adopted.

These are:

  • Regulation 14 Consultation - pre submission Adderbury Neighbourhood Plan (ANP) – commencing mid April for 6 weeks
  • Regulation 15 - Submission of the draft ANP to Cherwell District Council (CDC)
  • Regulation 16 Consultation – by CDC and will run for 6 weeks
  • CDC will submit the draft ANP, incorporating any amendments resulting from these consultations, to an Examiner.
  • If the draft ANP passes examination, subject to any modification suggested by the Examiner, it will then be subject to a Referendum of the village before it can be formally adopted
